BRIC, MIST, MINT and the NEXT 11 are terms used to describe countries that have the potential for favorable economic growth. All these terms were created by Prof Dr. Jim ONeill of Goldman Sachs based on his economic research. No country can apply to be included in these groupings. It would mean that you can apply somewhere for the privilege to have favorable economic growth. This is ridiculous. The exception was South Africa. SA applied to become a member of BRIC. The application was successful. BRIC became BRICS.
