For all of us who are ready to move forward, here are some ideas put together by Z Akiamanō Kaapana Aki but reflective of how several of us are thinking these days. Please share your manao ... In my opinion, steps: (1) identify a political population (comprised of citizens), (2) establish guiding principles of governance, (3) elect a constitution committee, (4) have a constitutional convention(s), (5) elect a provisional government, (6) start talking to other States. (1) Political Population In our case, for the time being, the political populations should be comprised of loyal Hawaiians: (1) Jus sanguinis -- nationality through parentage to Hawaiians prior to January 16, 1893; and (2) allegiance. (2) Guiding Principles Theres no question that the Hawaiian Kingdom constitution (1864) is not functional for moving forward -- its severely outdated and so are many of the principles contained within (i.e. women cannot vote). Needless to say, there needs to be a new constitution. In my opinion, a redraft will ultimately result in so many changes that itll practically be new. The guiding principles established by the political population should define the country: civil rights, social justice, sustainability, etc. (3) Constitution Committee Utilizing the principles as an impetus, a committee should be elected to create a constitution providing public updates and taking public feedback. (4) Constitutional Convention The draft constitution will be officially voted on at the constitutional convention where all Hawaiians may attend. When accepted, the constitution will become official. (5) Provisional Government Through the provisions of the constitution a government should be elected. This step is critical in displaying unity of State -- that we are not fragmented organizations vying for power -- that we have come together under the same flag (so to speak). (6) Capacity to Enter Relations It should be the function of our executive organ to enter into relations with other States, supported by our legislative organ. This step would be critical for gaining international support and recognition.
