Here is an important Public Hearing Notice concerning the SR46/SR67/US231 Morgan Street Construction Project through the Town of Spencer... The Indiana Department of Transportation will hold a public hearing on Wednesday, September 3, 2014, at the Owen Valley High School Cafeteria, 622 Indiana S.R. 46, located in Spencer, Indiana 47460. Doors will open at 5:30pm for an informal Open House session with the formal public hearing beginning at 6:00pm. The purpose of the public hearing is to offer all interested persons an opportunity to comment on the proposed State Road (SR) 46 pavement reconstruction project through the town of Spencer in Owen County. Along with the replacement of the pavement, the project would include new curbs and sidewalks, as well as, storm sewers. In partnership with the Town of Spencer, INDOT will include ornamental street lighting along the project. Construction of the project would require approximately 0.8 acre of new permanent right-of-way. In addition, 2.0 acres of temporary right-of-way would be needed for driveway reconstruction. Representatives will be available to address specific questions during the initial open house session, and after the formal hearing process. Please be aware general conversations are not considered part of the official record. All verbal statements recorded during the public hearing and all written comments collected before, during and for a period of two (2) weeks following the hearing date, will be evaluated and addressed in the final environmental document. The tentative timetables for right-of-way acquisition and construction will be discussed during the formal presentation; however, the SR 46 project is proposed to be constructed over a two-year period. It is anticipated the maintenance of traffic during construction would divert SR 46 eastbound traffic along Franklin Street around the construction zone. At the same time, SR 46 would carry one-way westbound traffic through the construction zone. With advance notice INDOT can make special accommodations for persons with disabilities and/or limited English speaking ability and persons needing auxiliary aids or services of interpreters, signers, readers, or large print.
