BOTSWANA NATIONAL ASSEMBLY - ORDER PAPER (THURSDAY 10TH APRIL, 2014) QUESTIONS 1. MR. M. M. GOYA, MP. (PALAPYE): To ask the Minister of Foreign Affairs and International Cooperation:- (i) how much Botswana pays to the African Union as membership subscription per annum; and (ii) when the last payment was effected and whether there are any arrears; if so, how much and when will these be paid. 2. MR. D. P. MAKGALEMELE, MP. (SHOSHONG): To ask the Minister of Finance and Development Planning:- (i) if he is aware that it is difficult to secure a housing loan in Botswana and yet it is very easy for one to secure a motor vehicle loan; (ii) to state the extent to which Bank of Botswana (BOB) monitors/assesses bank’s housing loan/mortgage processes to ensure that they remain secure but flexible enough to allow more access by Batswana; and (iii) when BOB made the assessments and what their findings and recommendations were. 3. MR. N. M. MODUBULE, MP. (LOBATSE): To ask the Minister of Labour and Home Affairs when the unemployment benefit scheme will be introduced. 4. MR. D. P. MAKGALEMELE, MP. (SHOSHONG): To ask the Minister of Youth, Sport and Culture:- (i) if he has any affirmative strategy of ensuring that young People Living with Disabilities (PLWDs) benefit from the Youth Development Fund and other Youth Empowerment Programmes in his Ministry; and (ii) to provide as an annexure, evidence of his delivery on this matter. 5. MR. T. MOREMI, MP. (MAUN WEST): To ask the Minister of Environment, Wildlife and Tourism:- (i) what the last count of the wild animals known as “Tholo” was in and around Ratholo village; (ii) what the last count of the wildlife species “Phala” was in and around the town of Palapye; and (iii) whether the numbers have any relation to the Seretse Khama led lobby to exterminate wildlife from rangelands in favour of cattle rearing as captured in the 1961 Legislative Council Hansard to the above cases respectively. 6. MR. O. MOTLHALE, MP. (SOUTH EAST SOUTH): To ask the Minister of Trade and Industry:- (i) what the Competition Authority is doing to educate the public about their existence and mandate; and (ii) how the Authority measures the impact of their strategy. 7. MR. G. SALESHANDO, MP. (SELEBI PHIKWE WEST): To ask the Minister of Finance and Development Planning to state why it is difficult to have better backward and forward linkages in the domestic economy. 8. MR. W. B. MMOLOTSI, MP. (FRANCISTOWN SOUTH): To ask the Minister of Defence, Justice and Security:- (i) why clients of Small Claims Courts are expected to engage Deputy Sheriffs while their cases involve small amounts of money; and (ii) what he will do to ensure that court rulings are adhered to in order to avoid clients having to seek the services of Deputy Sheriffs. 9. MR. F. M. M. MOLAO, MP. (TONOTA NORTH): To ask the Minister of Finance and Development Planning whether there is a law that compels large corporations/companies to list on the Botswana Stock Exchange when they reach a certain threshold in their balance sheets to accord Batswana the opportunity to buy shares in these companies; if not:- (i) will he consider coming up with such a law in the immediate future; and (ii) to state the opportunity costs for not having such a law as against having it. 10. DR. H. N. HOBONA, MP. (FRANCISTOWN WEST): To ask the Minister of Health to state:- (i) the waiting period for a woman with High Grade Squamous Intraepithelial Lesion (HGSIL), i.e, early signs of cancer, to have follow up colposcopy examination and treatment; (ii) the number of women from the Francistown West Constituency clinics who have progressed from HGSIL to Invasive cancer stage; (iii) the number of those who died of cancer of the cervix in the past five years; and (iv) systems in place to address this situation. 11. MR. R. B. MAKOSHA, MP. (NATA/GWETA): To ask the Minister of Defence, Justice and Security to give an update on the status of the Botswana Police Community Service Offices in the Nata/Gweta Constituency that is, Sowa Town, Gweta, Nata and Dukwi; and if there is any consideration for upgrading these offices; the Minister should further state:- (i) the total number of Police Officers per office including satellite stations; (ii) the number of officers who have stayed in each station for more than four years; and (iii) the number of fleet per station and whether there are any plans to improve the situation. 12. MR. M. M. GOYA, MP. (PALAPYE): To ask the Minister of Health:- (i) if he is aware that clinical waste in homesteads for home-based patients is sometimes not collected in time; if so, (ii) what is the standard time set for collection of this waste material; and (iii) what measures will he put in place to ensure timeous collection as it poses a health hazard to people. 13. MAJ. GEN. M. R. PHETO, MP. (KWENENG EAST): To ask the Minister for Presidential Affairs and Public Administration:- (i) when the 400 applicants for Poverty Eradication Projects at Kopong in the Kweneng East Constituency will be assessed; (ii) how long the longest applicant(s) have been waiting and why it has taken that long before the assessments are made; and (iii) whether one (1) Social Worker is expected to adequately serve Kopong and its surrounding villages/settlements with a population of 11 000. 14. MR. D. SALESHANDO, MP. (GABORONE CENTRAL): To ask the Minister of Lands and Housing whether plot owners who developed their plots through the Self Help Housing Agency (SHHA) Scheme are allowed to apply for supplementary funding through the same scheme for connection of utilities to their houses. QUESTION WITHOUT NOTICE 15. DR. H. N. HOBONA, MP. (FRACISTOWN WEST): To ask the Minister of Health what measures have been put in place to prevent transmission of the Ebola virus from the affected areas due to the possible influx of people coming for the Second African Youth Games in Gaborone, in view of the recent outbreak of the Ebola Viral illness in West Africa.
