It is with great sadness that I report the passing of Ray Shay. Ray is the former Mayor of Upper Darby Township having served as Mayor from 2000 to 2009; prior to this he served the Township as Chief Administrative Officer from 1982 until his election as Mayor in 2000. Ray, also served the Township as an elected Council member. Ray was the CAO at the time I went on council in 1989 and guided me as a new councilman. A true gentleman and a very knowledgeable CAO as Mayor he worked tirelessly to move our Township through some rough times and steered the helm with great leadership . On behalf of Upper. Darby.
