This is a community problem. The schools need the help of the community in running quality programs. We all must serve on boards and committees and volunteer time in the schools to help establish acceptable community norms. The HR function in our schools has created this problem. Hiring folks with very little cultural specificity and no long term local investment all up and down the educational employment pipeline results in this foolishness.
